1.Tender Conditions
The Tenderee of the Independent Coal Surveyor Service (herein after referred to as the “Service”) is Port Qasim Electric Power Company (Private) Limited (“Tenderee”).
The Tenderee is conducting a Public Tender for the Service as the existing term is due to expire.
2.Project Overview and Tender Scope
The Tenderee owns and operates a 2×660MW coal-fired power plant located at Port Qasim in Karachi, Pakistan, and intends to procure coal from spot market in Pakistan (by truck transportation) and also import coal from Indonesia, South Africa and other countries during the Contract Term. Therefore, the Tenderee is seeking to appoint a qualified and capable independent coal surveyor through a Public Tender.
The Tenderee already built an independent coal testing laboratory at the Project Site. The Bidder shall undertake the management and operation of the laboratory and provide testing services that comply with ISO international quality system requirements. It shall be noted that the estimated annual coal unloading quantity is about 1-3 million tons, which is just for the Bidder’s reference and is not the guaranteed quantity by the Tenderee.
2.1 Project Site

2.2 Contract Period
The Contract shall be performed for 36 months from the date both parties enter into the Contract.
2.3 Service Scope and Quality Requirements
Weighing (as applicable), draft survey, sampling, inspection, testing, and reporting shall be carried out for coal delivered by truck or vessel to ensure coal quality meets specified standards and is free of foreign materials. Any abnormal moisture or contamination levels shall be promptly notified to the Tenderee. Required manual or automatic sampling, laboratory analysis, and issuance of weight, sampling, and analysis reports shall be completed within specified timelines. Sample preparation, storage, division, and parallel testing shall be properly managed, qualified personnel shall conduct all work, and daily checks of sampling equipment shall be performed.
3. Qualification Requirements for Bidders
3.1This tender requires that the Bidder's qualifications, performance meet the following requirements, and that the Bidder has corresponding independent coal surveyor service capabilities in terms of personnel, performance, funds, etc.
(1) The Bidder shall be an experienced coal testing and survey service provider with established laboratory capability and sound compliance record. The Bidder shall operate well-equipped laboratories accredited to ISO/IEC 17025 (or equivalent) with an effective quality management system and shall have proven experience in coal testing and survey services, including services for large-scale coal supply or power generation projects.
(2) The Bidder shall have a stable operational track record and sufficient business capacity to undertake the required services.
(3) The Bidder shall have no conflict of interest with the Tenderee’s coal suppliers. Bidders under the same parent company or with cross-shareholding, management control or other affiliated relationships shall not participate in this tender simultaneously.
(4) The Bidder shall not be subject to major legal disputes, administrative penalties, or material contract default related to testing or inspection services in recent years. The services currently being performed or committed by the Bidder shall not adversely affect the performance of this contract.3.2 This tender shall not accept consortium bid.
4.Acquisition of Tender Document
4.1 Interested participants are requested to obtain the tender documents from the Tenderee following submission of a self-introduction letter.
Any company interested in this Tender may obtain the Tender Documents from Port Qasim Electric Power Company (Private) Limited before 28 February 2026 from 9:00 a.m. to 11:00 a.m. and 3:00 p.m. to 6:00 p.m. (Pakistan time) daily.
4.2 Bidders may contact the Tenderee to receive the electronic version of the tender documents via email. Upon receiving the potential bidder's authorization letter (or company introduction letter) and ID, the Tenderee will send the electronic version of the tender documents by email within 1 day.
4.3 Bids from those who do not comply with the requirements of Clause 4.1 and 4.2 of this tender notice for obtaining the tender documents will be rejected.
5. Submission of Bidding Documents

5.2 The Tenderee will reject Bidding Documents that are delivered late, have not been delivered to the designated location, or not sealed (or encrypted) in accordance with the requirements of the bidding documents or have failed pre-qualification (if any).
